Together for Peace and Partnership: EUTM RCA and the Central African Republic

 

This past week in Bangui was a powerful reminder of what partnership truly means. Across Camp Moana and beyond, the European Union Training Mission in the Central African Republic (EUTM RCA) stood shoulder to shoulder with national and international partners — on the volleyball court, in classrooms, and around decision-making tables shaping the country’s future.

 

It was on the volleyball court, where camaraderie triumphed over competition. Celebrating Portuguese Army Day, the Portuguese contingent — with the full support of all EUTM RCA members — hosted a spirited tournament that brought together teams from MINUSCA, FACA, and EUTM RCA. It was a celebration of unity, friendship, and shared purpose among people serving together for peace in the Central African Republic.

 

At the heart of this cooperation lies a milestone achievement — the Military Programming Law (2026–2030). During the latest Steering Committee meeting, chaired by Minister of Defense Rameaux-Claude Bireau, EUTM RCA joined national and international partners to define priorities for defense planning, modernization, and sustainability. This forward-looking framework will guide the transformation of the Central African Armed Forces into a modern, accountable, and resilient institution. It stands as a testament to the EU’s long-term commitment to supporting national ownership and transparent governance in the security sector.
 

These efforts were further strengthened in high-level discussions between General Tamaș, Colonel Hélder Soares, and General Zéphirin Mamadou, Chief of General Staff of the Armed Forces. Together, they reviewed progress and set future priorities — including the opening of the Officers’ School and the relaunch of NCO courses — key steps toward developing professional and self-reliant armed forces.

 

EUTM RCA’s engagement also extended to the 11th session of the Strategic Committee on DDRR, SSR, and National Reconciliation, chaired by President Faustin-Archange Touadéra. The mission reaffirmed its steadfast support for national authorities and international partners working toward lasting peace and stability.

And amid these official milestones, there was also humanity. During a visit to the Padre Pio Medical Centre and School in Bimbo, EUTM RCA members spent the day with children — sharing laughter, games, and hope. It was a reminder that security is not only built through training and laws, but through compassion, understanding, and trust.

 

From strategic reforms to shared smiles, every action reflected one truth: EUTM RCA is not just a mission — it is a partnership in motion, building together a peaceful, stable, and resilient Central African Republic.
