The European Union Delegation to the Republic of North Macedonia is looking for a
Local Agent position - Secretary in Political, Press and Information Section  

We are

The European Union (EU) is an economic and political partnership between 27 European countries. It plays an important role in international affairs through diplomacy, trade, development aid and working with global organisations. Abroad, the EU is represented through more than 140 diplomatic representations, known also as EU Delegations, which have a similar function to those of an embassy. 

The EU Delegation to North Macedonia is one of those 140 delegations. The Delegation of the European Union is the liaison between the national authorities and EU institutions. Since the decision taken by the European Council to recognise the country as a candidate for EU membership, the work of the Delegation of the European Union has focused increasingly on monitoring and reporting on compliance with the political and economic criteria for membership of the EU, and alignment of legislation with EU legislation as well as capacity to implement and enforce it.

One of the Delegation's key tasks is to inform the authorities, institutions, media and citizens of the Republic of North Macedonia about the pre-accession process and about EU institutions and policies. It also maintains regular contacts with academic institutions, business community and representatives of the civil society.

We offer

We offer a position of Secretary in the Political, Press and Information Section (PPI).

The jobholder will work under the supervision and responsibility of the Head of the PPI section. 

The selected candidate will be offered a fixed-term employment contract (“local agent” type contract – Group III) for two years, with the possibility of renewal.

Place of employment: Skopje. 

Working time: 37.5 working hours/week.

Functions and duties

The successful candidate will perform the following tasks: 

Office organisation & logistics

  • Provide assistance with the management of the section by maintaining the agenda of the HoS and the section, including for holidays, missions and trainings. 
  • Ensure follow-up and respect of deadlines in the Section's activities.
  • Maintain and update contact lists relevant to the Section's activities.
  • Organise meetings for section members, meeting rooms. Draft minutes of meetings.
  • Organise transport/drivers.
  • Maintain co-ordination with the Delegation's Secretariat and other sections.
  • General administrative support upon instructions.

Secretarial tasks

  • Oral and written correspondence with Government, Parliament, political and other domestic counterparts, embassies and international organizations in Skopje, HQ in Brussels, Delegations and Embassies in the region.
  • Answering the telephone, filtering calls and taking messages, coordinate responses or responding to general inquiries and managing the e-mail exchange, functional mailboxes and calendar.
  • Maintain and update documents in the section archive and folders on the shared drive.
  • Ensure that all records are completed in ARES and transmit final documents to DMO for attachment. 
  • Open and request registration of incoming mail (including e-mails) in the system.
  • Allocate registered mail to appropriate individuals and maintain up-to-date mailing lists.
  • Draft, type, verify layout and check quality of documents presented for signature.
  • Prepare and copy correspondence for transmission.
  • Prepare notes, minutes, routine correspondence, presentations and other texts that are needed for the overall section activity.

Missions

  • Manage missions (MIPS), book accommodation and flights
  • Follow mission budget consumption.

Meetings, events, visits

  • Assist in organisation of high level visits from Brussels (prepare draft programmes, logistics, protocol) in close coordination with Ministries, HQ and other stakeholders, sections in the EUD.
  • Provide logistical support for organisation of meetings /committees/events (reception of guests / attendees, liaising with the Administration Section on preparation of the room, materials, refreshment etc.).
  • Preparation of guest lists for Europe Day, manage invites/confirmations, etc.

Other

  • Translate incoming mail and other documents from Macedonian into English and vice versa (mostly invitations, short letters)
  • Within the framework of the Staff Regulation, to carry out tasks linked to the job description as instructed by his/her superior(s).

The tasks listed above are indicative and may change in accordance with the Delegation’s service needs and internal organisation.

Eligibility criteria:

Candidates for this local agent post should: 

Education            

  • High school diploma or completed higher secretarial studies

Experience          

  • At least three years appropriate experience as a secretary, linked to the tasks requested.

  • Experience in an international, multicultural environment an asset.

Language

  • Proficient command of Macedonian and English language (at C1 level).       
  • Knowledge of Albanian is an asset

Technical knowledge 

  • Excellent IT skills (Microsoft Office, AI Chat GPT, etc.)

Legal requirements

  • Candidates must be Macedonian/Citizen of the Republic of North Macedonia, or hold a residence permit and/or work permit for the Republic of North Macedonia

Selection criteria:

  • Effective communication both orally and in writing;
  • Capacity to perform with accuracy and in a structured and methodical way tasks in a complex institutional environment;
  •  Ability to implement policies, procedures, guidelines, templates, etc;
  • Experience in working in a team in multi-disciplinary environment and be a flexible team player;
  • Strong experience working with the Microsoft office package;
  • Excellent communication skills both in Macedonian and English; knowledge of Albanian
  • Enjoys civil rights and permits for employment under local law;
