The European Union (EU) is an economic and political partnership between 27 European countries. It plays an important role in international affairs through diplomacy, trade, development aid and working with global organizations. Abroad, the EU is represented through more than 140 diplomatic representations, known also as EU Delegations, which have a similar function to those of an embassy. 

The EU Delegation to the Hashemite Kingdom of Jordan, Amman works in close coordination with the Embassies and Consulates of the 27 EU Member States. We are a fully-fledged diplomatic mission and represent the European Union in dealings with the Jordanian government in areas that are part of the EU’s remit.

We offer

The post of Project Officer (Local Agent Group I) in the Delegation’s Cooperation Section, under a fixed-term employment contract of 2 years, with a possibility of renewal under reserve of budgetary availabilities and operational considerations. For internal candidates holding an indefinite-term contract, alternative contractual arrangements may apply in accordance with institutional policies. The team consists of 24 people and there are occasional atypical working hours.

Under this post, the recruited person will be attributed to functions depending on the needs of the Delegation, and on the changes of these needs. The successful candidate will serve under the supervision and responsibility of the Head of Cooperation, providing support, expertise and assistance in communication, visibility and public diplomacy activities related to the EU's cooperation portfolio in Jordan.

Following main tasks and duties are currently required:

Programme and Project Management

  • Contribute to all stages of the EU project cycle, including programming, identification, formulation, implementation, monitoring and evaluation of cooperation programmes.
  • Monitor the implementation of EU-funded projects through regular reviews, meetings, field visits and reporting.
  • Coordinate and supervise monitoring, evaluation and communication missions.
  • Contribute to the preparation and management of calls for proposals and procurement procedures, including evaluation processes where appropriate.
  • Ensure compliance with contractual obligations, including communication and visibility requirements.
  • Provide operational support and quality assurance for programme documentation and reporting.

Communication, Visibility and Public Diplomacy

  • Contribute to the design, implementation and monitoring of the Delegation's communication and visibility strategy for EU cooperation in Jordan.
  • Develop and coordinate communication plans supporting EU-funded programmes and initiatives.
  • Coordinate the production of communication materials, including publications, factsheets, success stories, videos, photography and digital content.
  • Organise and oversee visibility events, campaigns, exhibitions, conferences, cultural diplomacy initiatives and public outreach activities promoting the EU-Jordan partnership.
  • Ensure compliance with EU communication and visibility guidelines across all externally funded actions.
  • Coordinate communication activities with implementing partners and provide guidance on visibility obligations.
  • Build and maintain effective working relationships with Jordanian authorities, EU Member States, international organisations, civil society organisations, media representatives and other stakeholders.

Media Relations and Content Development

  • Research, draft and edit articles, speeches, press material, success stories and other communication products highlighting EU priorities and cooperation achievements.
  • Coordinate with the Delegation's Communication Unit on media engagement and press activities.
  • Support senior management through the preparation of speeches, talking points, presentations and briefing materials.

Digital Communication and Community Engagement

  • Coordinate communication campaigns across digital platforms.
  • Produce and oversee the production of engaging multimedia content for the Delegation's social media channels.
  • Support the management of online communities and monitor public engagement and audience perception.
  • Contribute to maintaining and updating the Delegation's website and other digital communication platforms.

Internal Coordination and Reporting

  • Prepare reports, briefings and analytical notes for Headquarters and Delegation management.
  • Coordinate communication training and awareness activities for Delegation staff and implementing partners.
  • Ensure proper management of documentation and records using the European Commission's corporate information systems, including Ares and OPSYS.

The base salary will depend on relevant and verified employment experience, typically starting from 2919 JOD.  There is a competitive benefits package, subject to certain conditions, including personal leave days and public holidays, health insurances and a retirement savings plan.

The expected start date will be mid November 2026.

Minimum requirements / eligibility criteria (necessary for the application to be considered)

  • Minimum required qualification: University degree in Communication, Journalism, Public Relations, International Relations, Political Science or related field.

  • Minimum of 5 years of professional experience, in communication, visibility, public diplomacy, project management and social media management. The professional experience must be acquired after the date on which the qualification allowing access to the post was obtained. 
  • At least three (3) years of professional experience in digital communication, digital storytelling, content development, digital advertising and web / social media metrics.
  • Experience in event management and excellent organisational skills.
  • Experience in managing or monitoring international development cooperation programmes.
  • Knowledge of European Union external action, development cooperation and communication policies.
  • Experience working with donor-funded projects, international organisations or diplomatic missions.
  • Excellent spoken and written command of the English and Arabic language.
  • Right to residence and work in Jordan.
  • Good standing as citizen/resident.
  • Medical fitness to carry out the tasks assigned.

Assets/selection criteria (basis for awarding points to select the best applicant)

  • Capable of producing high quality results within often tight deadlines, motivated, ability to work alone and /or in a team, ability to deal with stress situations.

  • Excellent communication skills, including presenting information clearly both orally, in writing and on digital platforms.

  • Strong sense of initiative and creativity.

  • Ability to work in team and coordinate teamwork.

  • Ability to multi-task and priorities and flexibility with regard to working hours.

  • Knowledge of IT tools, including tools for graphic and video content editing and digital platforms / social media management.

The process

After the deadline for applications, the eligible applications will be admitted to the Selection by the Committee set up for this purpose. 

Depending on the number of applications received, successive phases of Selection may include shortlisting of candidates based assessment of the information provided in the cover letter, CV; practical testing and interviews. At least three best candidates will be invited to the final written test and interview.

Only candidates admitted to each successive selection phase will be contacted individually. The Delegation will not supply additional information or discuss the selection procedure. During the selection process, please do not contact the members of the Selection Committee, but address your questions and comments to the Delegation’s Administration.
