Road to Schuman in Oslo: “Indispensable Cooperation: Strengthening EU-Norway Security and Defence Partnership”

How can the EU and Norway strengthen our security and defence cooperation, and how can Europe best prepare for the challenges ahead? These were the questions at the heart of our Road to Schuman event in Oslo. The insights gathered at the event will feed into the third Schuman Security and Defence Forum in Brussels on 17-18 November. Read more about the event here.

On Wednesday 21 October, the EU Delegation to Norway and the Norwegian Institute for International Affairs (NUPI) hosted our Road to Schuman event in Oslo under the title “Indispensable Cooperation: Strengthening the EU-Norway Security and Defence Partnership”. Across three panel discussions, participants explored how the EU-Norway Security and Defence Partnership can become more concrete, more effective and better equipped to meet the challenges we are facing.

Three priorities stood out:

  1. Support for Ukraine as a vital investment in the future security of both Ukraine and Europe.
  2. Hybrid threats in the High North – strengthening preparedness and protecting critical infrastructure against sabotage and other hybrid threats.
  3. Democratic resilience – strengthening societal preparedness and the ability to counter disinformation and foreign interference.

The conference brought together 130 participants which included representatives from Norwegian and European authorities, the European Commission, the European External Action Service, the European Parliament, the Norwegian defence sector, research institutions, media and civil society.

Insights from the event will help shape the discussions at the third Schuman Security and Defence Forum in Brussels, taking ideas from Oslo to Brussels, and from Brussels into action.
