The key issues that the region has faced in the last decades are related to instability arising from governance related issues and scarcity of natural resources, coupled with the vagaries of climate. Other than the infrastructure and the economic decline of the region, water shortage is one of the underlying factors that still remain critical in improving the conditions of the people in the region and thus making them less dependent on unreliable water access. The Programme therefore aimed at addressing the sustainable management of natural resources for economic growth and poverty alleviation through those four result are: (R1): Establishment and institutionalisation of regional cooperation in sustainable water resources management; (R2): Policy and legal frameworks in water resources programmes improved; (R3): Regional and national institutions for water resources management in the region strengthened; (R4): Regional water resources management information systems and observation networks developed and implemented trough IGAD/HYCOS component.
