About the Ambassador
H.E. Carmen Moreno is a Spanish Diplomat since 1991. She served as Spanish Ambassador to Thailand (2013-2017), accredited also to Cambodia, Laos and Myanmar. Previously, she was Director for Development Cooperation with Asia, Africa and the Middle East at the Spanish Agency for International Development Cooperation (2008-2012). She has served most of her career in Asia, at the Embassies of Spain in China, India, Pakistan and Malaysia. Before being appointed as Ambassador of the European Union to Cambodia, she was the Spanish Senior Officer for ASEM and Special Representative for Afghanistan-Pakistan.

Message from the Ambassador
Dear visitor,
I welcome you to our website I hope that the information you will find here will help you to understand better the European Union, but also the importance of our relation with Cambodia and the activities and programs the Delegation has in the country.
The European Union has a longstanding and rich relation with Cambodia. In 2022 we celebrate the 25th anniversary of the establishment of diplomatic relations and the 20th anniversary of the opening of the Delegation in Phnom Penh.
During these years, we have been partners in sustainable human development, growth and trade. We work together with the Royal Government of Cambodia and with a large number of other stakeholders, from civil society to private sector, from students and academia to local and community networks, and our engagement with the country and its people will continue to grow in the coming years.
Through these pages, visitors will be able to understand the diversity and richness of our bilateral engagement, through our political relations, our cooperation on Human Development and the 2030 Agenda, our trade relations, and our work on climate change, environment, good governance and human rights.
Cambodia will be hosting the ASEM Summit in 2021 and will be Chair of ASEAN in 2022; as Strategic Partners of ASEAN and a committed actor in the Indo-Pacific, the European Union will continue to work with Cambodia in support of multilateralism and the rules-based international order, to tackle global challenges.
