About the Ambassador
Ambassador Jens Urban led Germany’s Division for the Southern Cone, Brazil and LAC strategic issues (2024–2025) and previously served as Special Envoy for the Sahel (2021–2024). A diplomat since 2002, he has been Deputy Head of Mission in Caracas, Bamako and Asunción; Spokesperson/Head of Press in New Delhi; Head of Political/Culture/Press in Lima; and worked in Berlin’s Division on Crisis Prevention, Stabilisation and Mediation and in the Middle East Division. Earlier roles include MINUGUA (2002–2003) and the Ibero-American Institute (2000–2002). He holds an M.A. in History and Spanish Philology (Göttingen/Hamburg/UNAM), completed the Diplomatic Academy. He speaks German, Spanish, English, French and Danish. He became EU Ambassador to Cuba in September 2025.

Dear friends,
Welcome to the website of the Delegation of the European Union to Cuba. Here you can explore what we do across the country and learn about the EU’s key priorities.
On 23 September 2025, after presenting my credentials to the President of the Republic, I took up duties as Ambassador of the European Union. It is both an honour and a responsibility to represent the EU in Cuba: to champion an outward-looking, continually evolving European project, and to deepen our bilateral ties under the EU–Cuba Political Dialogue and Cooperation Agreement (PDCA) so we can deliver better results across the board.
Our commitment is to pursue, with rigor and continuity, the Delegation’s core priorities:

Implement the PDCA in all its strands, guided by agreed principles and objectives;

Advance political dialogue on shared priorities, including human rights, restrictive measures, sustainable development, non-proliferation and disarmament, and the control of small arms and light weapons;

Strengthen economic and trade relations between Cuba and the European Union; and
-
Deliver EU cooperation through the Multiannual Indicative Programme (2021–2027), centred on sustainable municipalities, economic modernisation—including support to new economic actors, especially MSMEs—and biotechnology.
We also sustain an open, constructive conversation with all sectors of Cuban society, convinced that the EU and Cuba face many common global challenges. Our role is to help identify practical answers that reinforce our relationship in every field and contribute to greater well-being and prosperity for our peoples.
To meet these objectives, we act as Team Europe, closely coordinating with the 17 EU Member States with embassies accredited and present in Cuba, as well as with the concurrent embassies of the other Member States.
The PDCA has opened a renewed chapter in our relations. Making full use of its opportunities, consolidating bilateral links, and realising the potential of this partnership are at the heart of our mission on the island.
