TERMS OF REFERENCE FOR THE PROJECT ASSISTANT FOR THE EU FUNDED ACTION “SUPPORT TO LAW ENFORCEMENT AND SECURITY REFORMS IN ARMENIA“

BACKGROUND

The global objective of the action is to support Armenia in its law enforcement and security sector reforms in line with priorities as identified by the CEPA and EU best practices. The specific objectives (SO) are the following ones:

SO 1. To support establishment and proper functioning of the new Ministry of Interior with transparent reporting mechanism: it aims to support a proper functioning new Ministry of Interior law enforcement and security reforms that builds trust to the Armenian citizen.

SO 2. To support implementing the Police reform deriving from the 2020-2022 Police Reforms Strategy and to support drafting full package of the follow up new for the new Police Reforms Strategy.

SO 3. To support modernization of migration, personal identity documents and border management services: it will oversee the modernization of Armenian MoI services with the aim of being more effective, to build a one stop shop for services for the citizens and to enhance their trust in the Ministry.

The starting date of the action is May 1st, 2023. The duration of the project is 2 years. Lead partner of the project is Central Project Management Agency, junior partner – State Police of Latvia. Project team, based in Armenia, is composed of the Team Leader (International Key expert 1), International Key expert 2, International Key expert 3, Local long-term expert and Project assistant.

BUDGET PLANNED | max 1 500 EUR per month (service contract including all related taxes and other related costs). Other (non-personal) expenses related to the implementation of the project will be covered additionally in accordance with Project rules and procedures.

DESCRIPTION OF THE ASSIGNMENT

Services include general support services to the Team leader (TL) and office team in terms of administrative assistance, office management, correspondence, record keeping and filing, bookkeeping, and accounting services are to be provided in close coordination with Team leader, International and Local Key experts, CPMA team entailing the following, but not limited:

• Drafting written materials in relation to the project in Armenian/ English languages;
• Supporting the TL and office team in organisational, logistical and technical matters, especially with organising conferences, training sessions, workshops, meetings, expert missions and study visits of experts and other;
• Developing and maintaining close working contacts with Armenian officials involved in the Project, the Project’s experts (international and national), the CPMA Project Team based in Vilnius, State Boarder Police team based in Latvia, the visiting short-term experts;
• Helping or arranging contacts or meetings, attending meetings and drafting, disseminating minutes;
• Supporting the Short Term Experts (hereafter – STEs) in organisational and technical matters, including assistance to solve travel, accommodation and other related issues;
• Contributing to social media, online presence and other visibility activities if required and in coordination with the Project Communication & visibility / knowledge management Service Providers and CPMA Project team;
• Providing services of the Interpreter-translator:
- Interpret during conferences, workshops, meeting and seminars or other oral conversations (assistant might be supported by professional interpretation for special tasks) from Armenian/Russian to English and vice versa;
- Conduct the proofreading of the documents translated into the Armenian language;
- Assist the TL and office team and the STEs in relation to language issues;
- Assist the TL and office team and the Interpreter-translator(s) in identifying, contracting and monitoring commercial translation and interpretation services.
• Providing services of assistance for the CPMA Project team with successful administration and operational management of the Project:
- Ensure compliance with the CPMA procurement procedures when ordering the office supplies, event organising services, other;
- Maintain finance records and process invoices in liaison with the CPMA Project team;
- Assemble the Project claims for audits.
• Providing services of compliance with the office safety rules (e.g. anti-fire safety procedures and other);
• Other related functions.

EXPERT PROFILE OR EXPERTISE REQUIRED

General professional experience:
• University degree (diploma).

Specific professional experience:
• Minimum 3 years of experience in EU funded projects and (or) other experience in working in an international environment (employment contracts or service certificates may be requested);
• Excellent communication skills;
• Excellent planification, coordination and management skills;
• Attention to details as well as very good abilities in drafting documents;
• Availability to work fairly independently as well as part of a team and be initiative and flexible;
• English, Armenian (both oral and written) are the working languages. Fluency in written and spoken English and Armenian is mandatory;
• Computer literacy (e.g. advanced user of Excel, Word, PowerPoint, software applications, social media tools, etc.);
• Experience in the translation/interpretation would be considered as advantage;
• Experience of working with social media and visibility activities in Armenia would be an advantage;
• Professional experience in the Law enforcement field (employment contracts or service certificates may be requested) would be considered as advantage.

Profile of candidate: Armenian candidate with vast knowledge of local context and actors.

Supplementary requirements: Ability to work under Service contract for a specific project or service of limited duration indicatively starting in May 2023. Please note, that it is expected that service provider will have necessary equipment to provide the services (e.g. laptop).
