Position Title:                              Human Resources/Administration Officer

The HR/Administration Officer is responsible for the organisation, implementation and supervision of all administrative and human resources activities within the EUSR office. The position requires a broad understanding of office administration and human resource management processes. The EUSR office comprises 50 national and international staff. The HR/Administration Officer must demonstrate relevant prior administrative and HR-related experience, including proven ability to handle confidential and sensitive personnel matters in full respect of data protection and confidentiality requirements. The position requires excellent professional judgement and maturity, a high degree of integrity and discretion, and the ability to work independently with initiative. The HR/Administration Officer must be capable of coordinating effectively with staff and managers, ensuring smooth internal processes and maintaining constructive and service-oriented relations with external service providers.

 

Main Tasks and Responsibilities:
  • To support the EUSR and the Head of Finance and Administration in administering the Human Resources of the EUSR office;

  • To advise and assist Staff members and managers on Human Resources policies and procedures;

  • To plan, prepare and implement end-to-end selection and recruitment processes;

  • To coordinate the extension process for eligible seconded Staff;

  • To update job descriptions in coordination with the relevant Head of Section and in line with the EUSR Standard Operating Procedures andHR Manual;

  • To coordinate the deployment of selected candidates, organise the check-in and check-out of Staff members, provide induction training, create and implement effective on boarding plans;

  • To conduct timely issuance and management of employment contracts;

  • To administer Staff member’s records: attendance, leave record, duty trips, temporary reallocations, home travel reimbursement, monthly payrolls systems and other entitlements;

  • To initiate the monthly payroll file, ensuring timely submission to the EUSR Finance office of all supporting documentation and updated information related to payroll changes, adjustments, for further reconciliations and processing. 

  • To administer insurance portfolio for international and local Staff in coordination with EUSR external service providers;

  • To co-ordinate with local authorities and outsourced service provider on Staff local social benefits, taxes and accreditations;

  • To implement Human Resources strategies, plans and procedures in line with EUSR Manual and other instructions, local labour law and internal Standard Operating Procedures;

  • To contribute to budget preparation, implementation and reporting, including quarterly, interim and final reporting.

  • To support the EUSR in the implementation of disciplinary proceedings, grievances and harassment procedures;

  • Toensure that EUSR administrative and HR rules, procedures and internal instructions are regularly updated, in line with instructions from supervising authorities, and that staff are informed in a timely manner of any changes.

  • To administer the periodical EUSR Staff performance appraisal process. 

  • To develop and implement processes for business continuity;

  • To administer and implement ad hoc HR procedures and measures defined by management, in order to operationalise the outcomes of strategic reviews and mandate and budget related decisions.

  • Tosupport the EUSR and the Head of Finance and Administration in maintaining a transparent and constructive relationship with Staff representation, including support to its periodic renewal through transparent and fair elections.

  • To perform other HR and administrative related tasks as required by the Head of Finance and Administration or the EUSR. 

  • To draft technical specifications/terms of reference for procurement activities in HR and administration areas of expertise, participating in the evaluation of tenders as required.

  • To ensure full respect of gender equality and diversity principles in all aspects of HR and administrative management, including recruitment and selection procedures, Staff management, and the application of EUSR rules and policies, in line with applicable EU standards.

 

Essential Qualifications and Experience:
  • Successful completion of university studies of at least three (3) years, attested by a diploma; AND

  • A minimum of four (4) years of relevant professional experience in administrative and human resources functions, acquired after completion of the required education.

     

Essential Knowledge, Skills and Abilities:
  • People management skills;

  • Strong problem-solving skills, with the ability to address disputes, grievances and staffing issues in a professional manner;

  • Excellent command of spoken and written English;

  • Proficient user of Microsoft Office applications.


Desirable Qualifications and Experience:
  • International professional experience, preferably within international organisations;

  • Knowledge of the labour law framework in Bosnia and Herzegovina, including income taxation and social security contributions.
