The European Union Delegation to Cambodia is looking for: Secretary to Cooperation Section

The European Union (EU) is an economic and political partnership between 27 European countries. It plays an important role in international affairs through diplomacy, trade, development aid and working with global organisations. Abroad, the EU is represented through more than 140 diplomatic representations, known also as EU Delegations, which have a similar function to those of an embassy.
The EU Delegation to the Kingdom of Cambodia works in close coordination with the Embassies and Consulates of the 27 EU Member States. We are a fully-fledged diplomatic mission and represent the European Union in dealings with the Cambodian government in areas that are part of the EU’s remit.
We offer
The post of Secretary (Local Agent Group 3) in the Cooperation Section. The team consists of 18 people and there are occasional atypical working hours.
Under this post, the recruited person will be attributed functions depending on the needs of the Delegation, and on the changes of these needs. The successful candidate will serve under the supervision and responsibility of the Head of Cooperation, providing support, expertise and assistance in the team handling Communication, Economy, Trade and Energy.
The main tasks and duties currently required are to:

Provide secretarial and administrative support to the Cooperation Section in the EU Delegation,

Occasional translation of documents from/to English and Khmer,

Manage the day-to-day tasks of the secretariat such as document management,

Organisation of meetings, supporting organisation of events and protocol,

Keeping contact lists up to date,
-
Supporting colleagues,
- Preparation of outgoing correspondence including use of mail management software,
- Timely management of files for internal circulation; general documentation and those related to the project contracts,
- Data entry into project management databases,
- Assisting with the organization of missions (schedules, logistics),

Ad hoc coordination of other tasks relevant to the Cooperation section,

Writing minutes from meetings.
The base salary will depend on relevant and verified employment experience, typically starting from EURO 1,062. There is a competitive benefits package, subject to certain conditions, including personal leave days and public holidays, health insurances and a retirement savings plan.
The expected start date will be in January 2026.
Minimum requirements:
1. High School Diploma or equivalent (BAC II)
2. Professional experience: At least 3 years previous experience in a support capacity and previous experience working in a multicultural environment
3. Knowledge of languages: Fluent in Khmer, very good knowledge of English
4. Knowledge of IT tools: Good knowledge of commonly used programs such as Outlook, Word, Access, Excel, and PowerPoint
5. Medically fit to perform the required duties
6. Enjoy civil rights and permits for employment under local law.
Assets:
1. Qualifications: University Diploma and/or further secretarial training
2. Professional experience: Capable of drafting standard official correspondence in English, Excellent communication skills with external and internal contacts, Able to work as a team member, Capable of producing high quality results within often tight deadlines, Attention to detail and accuracy
3. Experience in communication activities, organisation of events and protocol matters
4. Knowledge of languages: Knowledge of French
5. Knowledge of some social media

The process
After the deadline for applications, the eligible applications will be admitted to the Selection by the Committee set up for this purpose.
Depending on the number of applications received, successive phases of Selection may include shortlisting of candidates based assessment of the information provided in the cover letter, CV; practical testing and interviews. 6 best candidates will be invited to the final interview.
