Joint Press Release MAFF and Team Europe Launch ToT Training for Commune Agriculture Officers on Sustainable Cashew and Pepper Production

 

Kampong Thom Province, Cambodia, 17 July 2025: The EU Delegation to Cambodia, the German Embassy in Cambodia, and the Ministry of Agriculture, Forestry and Fisheries (MAFF) have officially launched a Training of Trainers (ToT) focused on building capacity among Commune Agriculture Officers (CAOs) and key farmers to enhance climate-resilient cashew and pepper production.

The event brought together 169 participants, including CAOs, key farmers, government officials, development partners, and private sector representatives. The training provides CAOs with technical expertise and facilitation skills tailored to local crop conditions and good practices on post-hargest, enabling timely and effective support for farmers’ diverse needs.

H.E. Dr. Yang Saing Koma, Secretary of State, Ministry of Agriculture, Forestry and Fisheries, emphasized the crucial role of CAOs: “This training will significantly enhance the operational capacity of Commune Agriculture Officers (CAOs) to deliver effective agricultural extension services. It will empower them to guide farmers in adopting climate-resilient farming practices that boost productivity and profitability, while also supporting the development of modern agricultural cooperatives. These efforts align closely with the government's priority policies, particularly Priority 6 on the deployment of commune agriculture officers and the development of modern agricultural cooperative.”

Mr. Bryan Fornari, Head of Cooperation, EU Delegation to Cambodia, noted: “Environmental protection and food safety are essential to accessing the EU and other global markets. Strengthening local capacities will enable Cambodia to increase exports of high-quality processed cashew nuts and pepper. Team Europe remains committed to supporting rural employment and inclusive, sustainable growth that benefits farming communities nationwide.”

Furthermore, Germany, in partnership with MAFF, is dedicated to fostering resilience, enhancing food security, and supporting inclusive economic growth through sustainable agriculture initiatives that positively impact communities across Cambodia.

The ToT initiative supports the government’s vision of developing climate-resilient agricultural communities by reinforcing the public agricultural extension system. Effective, localized support from CAOs is vital to addressing farmers’ challenges, including access to finance, technical advice, and market connections.

This initiative is part of the broader Team Europe approach, which combines technical assistance, capacity building, and market facilitation to advance sustainable, deforestation-free agricultural value chains. By strengthening government extension services, Team Europe aligns with Cambodia’s national policies and contributes to inclusive rural development and improved export competitiveness.
