The European Union (EU) is an economic and political partnership between 27 European countries. It plays an important role in international affairs through diplomacy, trade, development aid and working with global organizations. Abroad, the European Union is represented through more than 140 diplomatic representations, known also as EU Delegations, which have a similar function to those of an embassy.
The EU Delegation to the Arab Republic of Egypt, Cairo works in close coordination with the Embassies and Consulates of the 27 EU Member States. We are a fully-fledged diplomatic mission and represent the European Union in dealings with the Egyptian government in areas that are part of the EU’s remit.
Key Responsibilities will be to assist in:

Staff recruitment process; maintain accurate and up-to-date employee records;

Payroll preparation and monitor employee attendance, leave, and absences;

Management of the Delegation’s office premises and logistics (including maintenance of office premises and Residence, management of housing, management of cars and drivers, archiving, …);
-
Initiation and follow up of procurement procedures;
-
Accountancy of administrative expenditure;
-
Management of budget;
-
Financial transactions and relation with the Delegation’s bank;
-
Cash management;
-
Management of missions;
-
First back-up for protocol, consular and Customs matters;
-
Basic IT Support activities, under supervision;
-
Handling employee queries in coordination with line managers;
-
Back-up of Administration Section as required;
-
Any other task as instructed by the Head of Administration.
Functions and duties:

+ INFRASTRUCTURE AND LOGISTICS – Procurement and contacts with suppliers
+ OPERATIONAL AND ADMINISTRATIVE SUPPORT AND RESOURCES – Administrative support and coordination
+ OPERATIONAL AND ADMINISTRATIVE SUPPORT AND RESOURCES – Missions
+ BUDGET, FINANCE, CONTRACTS AND ACCOUNTING - Financial and accounting management
The following main tasks and duties are currently required:
The base salary will depend on relevant and verified employment experience, typically starting from EUR 1,027 payable in Egyptian Pounds based on the inforEuro rate of the month of payment ((see https://commission.europa.eu/funding-tenders/procedures-guidelines-tenders/information-contractors-and-beneficiaries/exchange-rate-inforeuro_en).
There is a competitive benefits package, subject to certain conditions, including personal leave days and public holidays, health insurances and a retirement savings plan.
The indicative expected start date will be 01/01/2026.
Minimum requirements / eligibility criteria (necessary for the application to be considered)
High School Degree or equivalent;

Minimum 3 years of experience as Secretary in several of the relevant fields indicated above;

Excellent knowledge (C2 level in CEFR) of English and Arabic (written and spoken);
-
Excellent computer skills and knowledge of office software and IT tools (Words, Excel,…);

Right to residence and work in Egypt (if no Egyptian national, please add a copy of your residence visa and work permit in your application).
Assets / selection criteria (basis for awarding points to select the best applicant)
University level education;

IT Support experience;

Experience of working in a team in multi-disciplinary and multi-cultural environment;

Having a good understanding of the values and of the mission of the European Union;

Previous experience in European and/or international organization’s cooperation;

Previous professional experience in Member States of the European Union;

Knowledge of other EU language(s);

Performing high professional standards with regards to reliability, confidentiality, personal integrity, loyalty and flexibility;

Having the capacity to focus on priorities and to organize work to deliver on time;

Teamwork fluency and capacity to work under pressure and to respond quickly to new demands;

Having the capacity to communicate clearly and concisely (orally and in writing);
-
Resilience to stress.

The process
After the deadline for applications, the eligible applications will be admitted to the Selection by the Committee set up for this purpose.
