This notice is intended to inform property market participants as well as any other interested economic operators about the property needs of the Delegation of the European Union to the Hashemite Kingdom of Jordan (the ‘Delegation’) in Amman, and to collect information on properties within a defined perimeter.

The Delegation is looking for a hotel apartment in Amman, located preferably in Abdoun; hotel apartments in Deir Ghbar, Al Sweifiyeh, Um Uthaina, Al Radwan, Al Rabyeh, Jabal Amman up to 2nd circle might be considered as well. The image and location of the apartment selected as temporary residence should correspond to the occupant’s official standing. Apartments should adopt a representative image, but not be excessively ostentatious

The apartment should be in good state of maintenance so that no improvement or repair work is needed. The apartment should also comply with all local applicable construction codes and regula­tions, and where possible with EU and other internationally prevailing standards. This should include no asbestos or other harmful substances present, health & safety regulations and policies, compliance with anti-seismic codes.

The apartment required to meet the Delegation’s needs must be available for occupation by January 1st, 2023 at the latest. The initial duration of the lease is at least 7 months.

The proposed apartment contract will be a lease agreement executed in the name of the European Union (the ‘EU’). The Contracting authority will be the European External Action Service (the ‘EEAS’). Draft lease agreement is available at the following link:

This notice aims to collect information about apartments, which can meet the Delegation’s aforementioned needs. The information collected will be used to identify those apartments suitable to the Delegation’s needs.

If, on the basis of the information collected, the Delegation considers that all or part of the apartments offered can effectively meet its needs, it will launch a negotiated procedure in accordance with Article 164(d) of Regulation (EU, Euratom) 2018/1046 of the European Parliament and of the Council of 18 July 2018 on the financial rules applicable to the general budget of the Union (the ‘Financial Regulation’) and Point 11.1(g) of Annex I to the Financial Regulation.

This publication does not constitute, nor should it be construed as, a commitment on the part of the EEAS in its procurement procedures.


Detailed Apartment Features

The strong preference is for an existing fully furnished apartment.

The internal layout should include a formal reception and dining area, together with a separate private living area.

The more detailed specific requirements are as follows:

  • Formal Reception Area: entrance hallway, cloakroom area, reception area to provide sufficient space for at least eight people standing, dining room should seat at least eight people, the kitchen area should be suitable for the size and function of the apartment, toilets;
  • Private Area (separate): Office / private meeting room, family / lounge room, master bedroom, three additional bedrooms and bathrooms;
  • Utilities / Other: Proper air conditioning and space heating systems, proper bathroom and toilet facilities throughout as well as housekeeping services;
  • Garage: at least a secured garage or carport;
  • Communication: Telephone system with free Wi-Fi access 24/7;
  • Swimming pool is an additional asset.


All property market participants and other interested economic operators owning or holding any property which can meet the Delegation’s needs are encouraged to notify the Delegation, by close of business on November 3rd, 2022 using one of the following methods:

Only those notifications received by the deadline stated above and including the following information at least will be deemed as valid and considered by the Delegation:

  • Business and legal name of the hotel;
  • Name and contact details of the hotel representative;
  • Exact location of the hotel and hotel star rating;
  • Detailed description of the apartment (including exact size of net surface area and date of construction);
  • Plans of the apartment (.pdf/.cad format);
  • Rental price per night in JOD and, if applicable, charges and other fees associated with the apartment;
  • Detailed description of the services included in the rental charges and other complementary services;
  • Current photos of the apartment taken from inside the apartment, including all important rooms;
  • Details of the main security and privacy features.
