The European Union (EU) is an economic and political partnership between 27 European countries. It plays an important role in international affairs through diplomacy, trade, development aid and working with global organizations. Abroad, the EU is represented through more than 140 diplomatic representations, known also as EU Delegations, which have a similar function to those of an embassy.

The EU Delegation to Ukraine, Kyiv works in close coordination with the Embassies and Consulates of the 27 EU Member States. We are a fully-fledged diplomatic mission and represent the European Union in dealings with the Ukrainian government in areas that are part of the EU’s remit.

We offer

The post of Policy Officer (Local Agent Group I) in the Delegation’s Operations Section 2, based in Kyiv. The team consists of 11 people and there are occasional atypical working hours.
Under this post, the recruited person will be attributed functions depending on the needs of the Delegation, and on the changes of these needs. The successful candidate will serve under the supervision and responsibility of the Head of Operations Section 2, providing support, expertise and assistance in
the field of research, science and innovation.

Following main tasks and duties are currently required:

Monitor and report to the EU Delegation and DG RTD on reform and policy developments in the area of research and innovation, notably with regards to the enlargement process, the implementation of the EU-Ukraine Association Agreement covering the Horizon Europe and the Euratom R&T programmes, cooperation under the Eastern Partnership, and Ukraine’s recovery

  • Provide policy recommendations and assist in the preparation of policy documents and the policy dialogue on topics of relevance for the Delegation and DG RTD
  • Support the EU Delegation and DG RTD in the implementation of Ukraine’s association to the Horizon Europe and Euratom R&T programmes
  • Establish effective communication with DG RTD and other Commission services (NEAR, EAC, JRC, Executive Agencies) and seek synergies between Horizon Europe/Euratom and sectoral dialogues/cooperation (e.g. energy, climate/environment, digital, health, education, SMEs) 
  • Support the EU Delegation and DG RTD in the implementation of specific projects such as e.g. the Horizon Europe Office in Ukraine
  • Liaise with Ukrainian authorities and R&I stakeholders in efforts to enhance R&I cooperation, facilitate Ukraine’s integration into the European Research Area and promote the role of R&I in Ukraine’s recovery processes
  • Assist in the organisation and conduct of high-level visits by DG RTD officials to Ukraine and of Ukrainian officials to Brussels.
  • Assist in the preparation of meetings, including by drafting briefings, speeches, communication material, reports and assisting with interpretation and/or translations whenever necessary
  • Assist in coordinating the EU’s R&I cooperation in the country with the EU Member States and other development partners
  • Other related duties as may be required for the work of DG RTD and the EU Delegation.

Minimum requirements / eligibility criteria (necessary for the application to be considered)

  • University Degree: MA level;
  • Minimum 3 years of relevant experience;
  • Knowledge of languages: English C 1 level (spoken and written) and

Ukrainian C 1 level (spoken and written);

  • Computer skills and knowledge of Word Office;
  • Medical fitness to carry out the tasks assigned

Assets / selection criteria (basis for awarding points to select the best applicant)

  • University Degree in a relevant academic field;
  • Extensive knowledge and understanding of regional and Ukrainian higher education, science and research sectors
  • Previous experience of working within the EU context or with an international organisation
  • Previous experience of liaising with a variety of actors: diplomatic corps, international organisations, civil society partners, journalists, government officials and national authorities and a demonstrated ability to foster good relationships with them
  • Proven record of ability to write briefings and to report on complex issues

The successful candidate will be subject to a medical check.

The process

After the deadline for applications, the eligible applications will be admitted to the Selection by the Committee set up for this purpose.

Depending on the number of applications received, successive phases of Selection may include shortlisting of candidates based assessment of the information provided in the cover letter and the CV; practical testing and interviews.

Only candidates admitted to each successive selection phase will be contacted individually. The Delegation will use the same means of publication as for this job advertisement to inform the remaining candidates once the recruitment procedure has been completed and that a candidate has (or has not) been recruited.
