Ternopil launches thermal modernisation of educational facilities with the EIB funds

 

  • In Ternopil the first educational institution began to be insulated and modernised. In total, 23 kindergartens and 16 schools will undergo the same upgrades.
  • The thermal modernisation will increase the useful life of buildings by at least 30 years, and CO2 emissions will decrease by 300,000 kg every year.

April 7, 2023 In Ternopil was launched the project to improve the energy efficiency of educational institutions under the Ukraine Municipal Infrastructure programme (UMIP) from the European Investment Bank (EIB).

Despite the complicated situation in Ukraine caused by Russia’s war, the Ministry for Communities, Territories and Infrastructure Development of Ukraine in cooperation with the EIB and the city authorities, managed to launch the works. Preschool educational institution №32 will be the first kindergarten in the city to be modernised and insulated under UMIP. The reconstruction started on April 3 and will continue until December 2023. The total estimate will reach UAH 18 million.

The works are aimed at restoring the building and improving its energy efficiency. In particular, energy rehabilitation of the kindergarten will include roof and floor insulation, as well as facade insulation (ventilated facade technology), installation of energy-efficient windows and doors, a new heating and ventilation system, and low-power LED lamps. Upon completion of this modernisation, the kindergarten will save 61% of the current energy consumption As a result, children will receive much more comfortable learning conditions, and the city will reduce utility bills.

The plan for 2023 envisages launch of similar works at two more facilities. Subsequently, thermal modernisation will be carried out in other 36 communal schools and kindergartens of Ternopil. The planned amount of investment is EUR 30.5 million. Thanks to the thermal modernization, СО2 emissions in Ternopil will be reduced by 300,000 kg annually and will benefit more than 220,000 local residents. Reduction of gas consumption will reach 140,000 m3 per year. Moreover, it will extend the useful life of the buildings by at least 30 years.

I am happy that despite the ongoing war we were nevertheless able to start such a vital project as the thermal modernisation of 39 educational institutions. A friend in need is a friend indeed, and the EIB has shown itself to be a genuine friend of Ukraine, and Ternopil in particular. We greatly appreciate this support.”

Jean-Erik de Zagon, Head of European Investment Bank Representation to Ukraine, said: We are glad that, despite the war, Ternopil managed to start the implementation of the project of thermal modernisation of educational institutions. Energy efficiency is now more important than ever before. This will allow the city to save both energy resources and money in this extremely difficult time for the country. In addition, children, educators and teachers will be able to study and work in more comfortable conditions.”

Anna Yurchenko, Deputy Minister for Communities, Territories and Infrastructure Development of Ukraine for European Integration, said: “Ministry for Restoration is grateful to the EIB for the successful cooperation in modernization of municipal infrastructure in Ukraine. The project, which we are implementing jointly, will allow us to change the retrofit and improve the comfort of schools, kindergartens, hospitals, etc. This will also help ensure high-quality re-equipment of buildings. The war did not prevent implementation of the programme and we expect that many public buildings will soon become modern and energy efficient.”

The project in Ternopil is part of a larger facility of the European Investment Bank (EIB) - a €400 mln multi-sector Ukraine Municipal Infrastructure Programme (UMIP) implemented through the Ministry for Communities, Territories and Infrastructure Development of Ukraine in cooperation with the Ministry of Finance of Ukraine. With the help of UMIP programme, 17 municipalities and communal utilities across the country will modernise systems of district heating, municipal lighting, water supply, wastewater and solid waste management and improve energy efficiency of public buildings.

UMIP is complemented by technical assistance to support programme implementation. Technical assistance is provided through the Eastern Partnership Technical Assistance Trust Fund (EPTATF), managed by the EIB, and the Neighbourhood Investment Platform (NIP). The EU together with its bank, the European Investment Bank, stand ready to assist Ukraine and share the best practices for reconstruction and modernisation in order to rebuild the country back better again. Even amidst war, development cannot wait, nor can the people of Ukraine wait.
