PRE-REGISTRATION FOR INFORMATION SESSION

Applicants attending the Information session at 1 Norfolk Road Mount Pleasant Harare must register for attendance by 24 June at 9am (Brussels time) on the following email: DELEGATION-ZIMBABWE-CALLS-FOR-PROPOSALS@eeas.europa.eu, indicating: name, surname, nationality and email address of the persons who are going to participate as well as their organisation (max. two participants per organisation). No costs incurred by the applicants for attending this information session are reimbursable.

 

All other provisions of the Guidelines for Applicants remain unchanged.

The European Union is launching a Call for Proposals to support stronger, more accessible justice institutions in Zimbabwe. This action contributes to Zimbabwe’s National Development Strategy 2 (NDS‑2) and to the EU–Zimbabwe Multi-Annual Indicative Programme 2021-2027.

Objectives

  • To improve the effectiveness, efficiency and accessibility of the judiciary in delivering timely, fair and citizen centred justice.
  • To enhance equitable access to quality state legal aid services particularly for women, youth and people with disabilities in the target areas.

 

Who can apply?

Lead applicants must: 

  • be legal persons
  • be non‑profit‑making
  • be non‑governmental organisations (NGOs/CSOs)
  • be effectively established in Zimbabwe, an EU Member State, or another eligible country as defined in the basic act (international organisations are also eligible under specific conditions)
  • be directly responsible for preparation and management of the action

Co‑applicants and affiliated entities must meet the same organisational eligibility criteria. 

Geographic focus

Actions must take place in Zimbabwe, at national level, and in at least three of the following agribusiness corridors: 

  1. Masvingo, Mwenezi, Chiredzi, Beitbridge
  2. Mbire, Hurungwe, Nyami‑Nyami, Binga
  3. Murehwa, Mutoko, Mudzi
  4. Mutare, Mutasa, Makoni, Chipinge
  5. Harare, Norton, Zvimba, Goromonzi, Marondera, Mazowe, Chegutu, Gweru, Vungu, Shurugwi

Available budget and grant sizes 

Total indicative budget: EUR 2 500 000.00

Lot 1 – Justice Delivery:

  • Minimum grant: EUR 1 400 000.00
  • Maximum grant: EUR 1 500 000.00 

Lot 2 – Access to Justice:

  • Minimum grant: EUR 900 000.00
  • Maximum grant: EUR 1 000 000.00 

How to apply and deadline

This is a restricted call for proposals. Applicants first submit a concept note and only pre‑selected lead applicants will be invited to submit a full application.
