Technical Assistance Support to Natural Resources Management

The action provides technical assistance to the Ministry of Environment and the three parastatals agencies under it (ZimParks, Environmental Management Agency and Forestry Commission) in order to implement the recommendations arising from separate EU funded Performance Reviews conducted between 2016 and 2019. The recommendations deal primarily with institutional and governance strengthening.

 

The Project’s Overall Objective is: “Improve the livelihoods of rural communities through sustainable and climate resilient management of natural resources.”

Specific Objective 1: “To strengthen governance framework and policy dialogue on natural resources management.”  This objective is being achieved through the implementation of Performance Review recommendations in several governance, and institutional structural and operational areas.

The technical assistance provided support aims to achieve the following results:

  1. Legislation, acts and policies regulating the Environmental management Agency, the Forestry Commission and Zimparks are updated and harmonised.
  2. Legislation, acts and policies regulating the Environmental management Agency, the Forestry Commission and Zimbabwe Parks and Wildlife Management Agency are aligned with the Constitution
  3. Strategic strengthening and Capacity Development plans for key institutions ZPWMA, EMA and FC are developed and implemented by 2022.
  4. Institutional capacity and regulatory framework of the Communal Areas Management Program for Indigenous Resources (CAMPFIRE) strengthened (Reform package is totally or partially implemented).
  5. Strategic orientation, institutional capacity and regulatory framework of the Ministry of Environment strengthened reviewed and recommendations presented.
  6. Strengthened government-led Sector / Donor coordination and Stakeholder Consultation.
  7. Timely, efficient, effective and result-oriented implementation of NRMP.
  8. Performance monitoring system for NRMP is developed and implemented.
  9. Effective and efficient communication of NRM issues and EU Cooperation in the sector.
  10. Conduct a feasibility study of a biodiversity conservation business model and investment prospectus to be carried out in the Save Valley Conservancy.
