The European Union (EU) is an economic and political partnership between 27 European countries. It plays an important role in international affairs through diplomacy, trade, development aid and working with global organisations. Abroad, the EU is represented through more than 140 diplomatic representations, known also as EU Delegations, which have a similar function to those of an embassy.

We offer

We offer a post of Administrative Assistant . Under this post, the recruited person will be attributed functions depending on the needs of the Delegation. Upon recruitment, the successful candidate will occupy a specific job function as Administrative Assistant – this job function may be changed in accordance with the needs of the Delegation. Under this job function, the successful candidate will serve as technical and support staff to assist in administrative work with particular focus on HR matters, under the supervision and responsibility of the relevant head of section.  In particular his/her tasks include to assist with the recruitment of Local Agents, to request for authorisation to publish, to prepare selection committee note, to liaise with candidates for interviews, to liaise with successful candidate for medical fitness certificate and recruitment documents, to introduce new staff in e-DELHRM and HR-Delegation and keep the applications updated, to assist with recruitment of Temporary Staff and Trainees, to keep e-TIM updated, to prepare a welcome kit for newcomers, to prepare Diplomatic pouch, to prepare LA-medical reimbursements and to provide informal translations.

The recruited person will work in a multicultural working environment, The fixed Term Employment contract is of one year duration, starting with a  3 months probationary period. The length of the working week shall be 37.5 working hours. The Delegation premises are located at Charahi Sedarat Shaare-Naw, Kabul Afghanistan.

The post falls under Group 2 of the Delegation’s salary scheme.  EU salaries in Afghanistan are highly competitive. The exact amount will be communicated upon finalizing the recruitment. Selection Criteria

Minimum Requirements:

  1. Medically fit to perform the required duties;
  2. Enjoys civil rights and permits for employment under local law;
  3. Diplomas: Either a post-secondary education attested by a diploma, or a secondary education attested by a diploma giving access to post- secondary education
  4. Professional experience of at least 5 years in a field related to the job (human resouces, public administration or other)
  5. Fluent knowledge of English, Pashtun (both minimum level C2)  and Dari (minimum level B1)
  6. Good computer skills on MS Office tools and experience with accounting software

The following will be considered an asset:

  1. Knowledge about the European Union
  2. Knowledge of French and/or Farsi
  3. Human Resources Education and Training
  4. Experience in working in an international environment

The procedure

After the deadline for applications, the applications will be reviewed by a Selection Committee set up for this purpose. The Selection Committee will prepare a short-list of candidates who are considered to be the most suitable for the post on the basis of a preliminary assessment of the information provided in their application letter and the supporting documents. The short-listed candidates will be invited to an assessment phase, which may include an interview if necessary – during this phase, the Selection Committee will assess the suitability of the candidates for the post.

The candidates who have not been short-listed will not be contacted individually; however, the Delegation will use the same means of publication as for this Vacancy Notice to inform the remaining candidates once the recruitment procedure has been completed and that a candidate has (or has not) been recruited.
