High Representative Federica Mogherini announces senior appointments

Brussels, 9 December 2016

Federica Mogherini, High Representative of the European Union for Foreign Affairs and Security Policy/Vice President of the Commission, announced today the appointment of 8 Senior Management posts in the European External Action Service (EEAS).

Pawel HERCZYNSKI was appointed as Director, Conflict Prevention and Security Policy. Mr Herczynski is currently serving as Ambassador, Representative of Poland to the Political and Security Committee. He is a senior Polish diplomat who has also served as Deputy Permanent Representative of Poland to the United Nations and as European Correspondent, Deputy Director of the EU Department in the Polish Foreign Ministry.

Marc GIACOMINI was appointed as Director, Deputy Managing Director Human Rights, Global and Multilateral Issues. Mr Giacomini is currently serving as Ambassador at large for Reconstruction and Development in the French Foreign Ministry. He is a senior French diplomat who has also served as the French bilateral Ambassador to Chile and as Deputy Director of the United Nations, International Organisations, Human Rights and Francophonie in the French Foreign Ministry.

Paola PAMPALONI was appointed as Director, Deputy Managing Director Asia and the Pacific. Ms Pampaloni is currently serving the EEAS Head of Division for Afghanistan, Pakistan, Sri Lanka and Maldives. She is a senior EEAS official who also served twice as Head of Unit in the Directorate Enlargement in the European Commission, respectively for Bosnia and Herzegovina and for the former Yugoslav Republic of Macedonia.

Colin SCICLUNA was appointed Director, Deputy Managing Director Middle East and North Africa. Mr Scicluna is currently serving as Member of Cabinet of the Commissioner for the European Neighbourhood Policy and Enlargement Negotiations, Mr Johannes Hahn. He is a senior Maltese diplomat who has also served as Member of Cabinet of the High Representative of the European Union for Foreign Affairs and Security Policy/Vice President of the European Commission Catherine Ashton and as the Maltese bilateral ambassador to Vienna.

Michele CERVONE D'URSO was appointed as Head of the EU Delegation to Saudi Arabia. Mr Cervone is a senior EEAS official who has also served as Head of the EU Delegation and special Envoy to Somalia and as Head of the EU Delegation to Yemen.

Tomas ULICNY has been appointed as Head of the EU Delegation to Angola. He is a senior Czech diplomat who previously served as Head of the EU Delegation to Sudan and as the Czech bilateral Ambassador to Syria. 

Bart OUVRY has been appointed as Head of the EU Delegation to the Democratic Republic of Congo. He is a senior Belgian diplomat who previously served as the Director for Human Rights and Democracy in the Belgian Foreign Ministry and as the Belgian bilateral Ambassador to Kenya. 

Véronique LORENZO has been appointed as Head of the EU Delegation to Somalia. She previously served as Head of Unit Education, Health, Research and Culture in the Directorate-General for International Cooperation and Development (DG DEVCO) in the European Commission.
