Second Call for Proposals published for the EU-China Co-funding Mechanism for Research and Innovation (CFM)
On 19 January 2017, the Chinese Ministry of Science and Technology (MOST) published the second call for proposals for the EU-China Co-funding Mechanism for Research and Innovation (CFM).
The call covers the areas of agriculture including food, biotechnologies, Information and Communication Technology, space, aviation, energy, health, transport, water resources, energy conservation and emission reduction, advanced manufacturing, new materials, and sustainable urbanisation.
40 to 60 projects (project duration of 2 to 3 years) will be funded with a budget of CNY 200 million. Chinese partners in Horizon 2020 proposal consortia under Work Programme 2016/2017 can apply. The deadline is 6 March 2017.
The call is published as an integral part of the call for the Intergovernmental International Science, Technology and Innovation (STI) Collaboration Key Project under China's National Key R&D Programme (NKP).

Background
The CFM was established at the second EU-China Innovation Cooperation Dialogue (ICD) in the margin of the EU-China Summit held in Brussels on 29 June 2015. Covering the period until 2020, the CFM aims to support joint projects between European and Chinese universities, research institutions and enterprises. Up to CNY 200 million, or EUR 28 million, will be made available annually by the Chinese side for the benefit of China-based entities that participate in joint projects with European partners under Horizon 2020. The European Commission expects to continue spending over EUR 100 million per year for the benefit of Europe-based entities in joint projects under Horizon 2020 with Chinese participants. Based on the operational conclusions reached at the 12th EU China Joint Steering Committee Meeting on S&T Cooperation (JSCST) in Beijing on 30 October 2015, the Chinese Ministry of Science and Technology (MOST) published the first CFM call on 16 December 2015.

Other requirements: Applicants should have submitted joint applications with their European partners under the EU's Horizon 2020 Work Programme 2016/2017, and should also meet the following conditions: 1) compliance with the priority areas indicated under this call; 2) the European partners of the Chinese applicants should have submitted their proposals under Horizon 2020 before the deadline announced for this call; 3) in principle, all the Chinese participants involved in one Horizon 2020 project should designate one as lead applicant through consultation and submit one application; 4) Chinese applicants should be formal partners participating in the EU's Horizon 2020 projects; 5) in their applications, the Chinese applicants should attach the English project proposals that they participated in and submitted under Horizon 2020.
