The Austrian contingent consisted of 27 young officers in their last year of a master's programme at the National Defence Academy. The 16 Hungarian participants were civilian masters or PhD students completing research in the field of international security policy.

Internationally recognised academics and experts from the Crisis Management and Planning Directorate (CMPD), Civilian Planning and Conduct Capability (CPCC) and the European Security and Defence College (ESDC) introduced the students to the concepts of the new EU Global Strategy, the challenges faced by the Common Security and Defence Policy (CSDP) in times of general crisis as well as EU crisis management structures and procedures.
