SERBIAN MEDICAL TEAM CONTRIBUTION TO EUROPEAN UNION TRAINING MISSION IN CENTRAL AFRICAN REPUBLIC

Since April 2017 a Medical Advisor (MEDAD) has been also deployed from Serbia, with the mission to plan, organize and conduct preventive medical measures, primary health care, MEDEVAC and MASCAL preparedness in EUTM RCA.
Serbian medical team consists of one (1) doctor, three (3) nurses and a Medical Emergency Response Team (MERT) with one (1) nurse and one (1) paramedic.
Doctor and nurses are located in Role 1, thus taking care mostly of the personnel located in camp Moana. MERT is rather mobile unit, mostly in camp Kassai, in Bangui, where the main activities with FACA training and education are taking place as contribution to their end state: readiness and deployment. Since it is always better to prevent than to treat, main efforts are directed toward preventive measures.
MEDAD is one of the Military Force Commander’s (MFCdr) assistant. Besides advising General Maio on all medical issues, he is double hatted since he is acting also as Joint Medical branch in the EUTM RCA HQ staff. Along this, he is supporting EUTM RCA Strategic Pillar (SAP) for CAR Armed Forces (FACA) Medical system establishment and Education Pillar (EDP) for FACA medical training. Regular contacts and meetings with FACA counterparts on these points are held, mostly with General Director of the Army Medical System (DGSSAN) and his team.
Role 1 doctor is in charge with functioning of role 1, both medical personnel and medical equipment; provides diagnose and treatment of diseases/injuries of all EUTM personnel, is coordinating with Role 2, which is actually a MINUSCA level 2 hospital. Nevertheless, the excellent cooperation is established with other two important actors in the MA- Portuguese and French Role 1 located in a nearby camp MPoko.
Role 1 nurses provides medical care and life support measures and stabilisation of injured/patients, adequate care and treatment in case of MEDEVAC, preventive medical measures and administrative activities. They might be engaged in case of a mass casualty event (MASCAL).
As a background of our Role 1, we would like to emphasize the Nurses experience from UN and EU missions, as the foundation of the medical support. The doctors in EUTM RCA, both, Role 1 Chief and MEDAD are ophthalmologists, by coincidence. With the assertiveness guidance of doctors and with the exisitng experience of the nurses this Team od Teams provides essential medical services for international personnel from 12 nations engaged in EUTM RCA, assuring the EU joint and multinational HQ and Force’s readiness in the EU mission in CAR.
