ESDC network contributes to rapid deployment processes

Austria, The Netherlands and Slovakia contributed to addressing the issue of Civilian Rapid Deployment and organised a workshop on Civilian Capability Development under the auspices of the European Security and Defence College (ESDC) and in close collaboration with the Crisis Management and Planning Directorate, which ran from 7 to 8 July 2016 in Brussels.

The workshop expedited the rapid deployment and early effective delivery of mandates. Deployment processes include planning, recruitment, logistics, judicial, training and deployment sub-processes; each involves its own specialities. Identification of the required capabilities and assessment for necessary parameters has been carried out over the years in the Civilian Planning and Conduct Capability. The gaps in the process are well recognised in the EEAS structures. The workshop focused not only on addressing the gaps, but also on providing recommendations for Member States as to how to best respond to the challenges of the rapid deployment.

The ESDC secretariat contributed to the discussion from the training point of view. The recently established Working Group on CSDP Missions- and Operations-related Training (WGMOT) is to contribute to the coordination, coherence and quality of training personnel for CSDP missions and operations. WGMOT should also help to establish better links between the personnel to be deployed to or serving in CSDP missions and operations and within EU crisis management structures.
