Statement by the spokesperson on the warrant of arrest for Sylvestre Mudacumura issued by the International Criminal Court
Three years after the International Criminal Court issued a warrant of arrest for Sylvestre Mudacumura, the commander of the Democratic Forces for the Liberation of Rwanda (Forces Démocratiques de Libération du Rwanda, FDLR), and twenty years after the genocide in Rwanda, the FDLR continue to spread terror among the civilian population in the east of the Democratic Republic of the Congo (DRC), with regional ramifications.
Putting an end to the activities of all armed groups operating in the east of the DRC is an essential part of the Peace, Security and Cooperation Framework for the DRC and the region. The European Union reaffirms its support for all measures aimed at achieving this and emphasises that military action against the FDLR with a view to their disarmament should take place as part of a joint operation between the Congolese army and the United Nations Organisation Stabilisation Mission in the Democratic Republic of the Congo (MONUSCO).
