Future CSDP mission and operations members ready for deployment

With the adoption of the new 'EU Policy on Training for CSDP' on 3 April 2017, appropriate training has become mandatory for all future staff prior to deployment, including seconded and contracted personnel.
Together with the principle of duty of care, training is a key component of any systematic approach to managing organisation's responsibility to care for personnel deployed abroad. Training and deployment are therefore interconnected.

In the EU context the responsibility to ensure adequate training, corresponding to the needs of a given mission or operation, rests with the seconding authorities. However, future contracted staff members will receive their pre-deployment training (PDT) in Brussels prior to departing to begin their respective assignments.

PDT is instrumental in the maintenance of a common organisational standard for all personnel and helps to develop a common organisational culture. It is linked to the duty of care and ensures the accountability and credibility of the EU, including through generic standards of behaviour and a code of conduct.

The 19th Pre-Deployment Training took place from 26 to 29 September 2017 in Brussels and was conducted in cooperation with the Folke Bernadotte Academy (FBA) of Sweden. 21 participants from eight countries: Denmark, Finland, France, Germany, Hungary, Lithuania, Sweden and the Netherlands used this opportunity to have an enriching exchange of experiences and perspectives; moreover it allowed for very lively and interactive discussions and exercises.

Civilian experts, police officers and military personnel all received the same training, which contributes to a common European security culture. The heterogeneous composition of the training audience perfectly reflected mission reality on the ground.

Experts from the Crisis Management and Planning Directorate (CMPD), Civilian Planning and Conduct Capability (CPCC) and the European Security and Defence College (ESDC) trained future staff members on Common Security and Defence Policy (CSDP) missions and operations.
